Is there a way to get that rear bumper off without cutting up the lower louvered panel (under the bumper). The nut that holds the vertical chrome bumper piece is also rusted onto the bracket.

Any idea's.

I hate to cut up that panel as I don't have a welder to fix it.

Don't mess with the lower panel. You get the bumper off from inside the trunk. You will find 4 holes through which you access the retaining bolts.
